Mandate 28: A 1,000 Year Strategy For the Future

More than 6,000 years ago, God commanded Adam and Eve to multiply, fill the earth, and take dominion of His Creation (Genesis 1:28). The Human race, now numbering more than 6.6 billion people, has come a long way since then.



About 2,000 years ago, Jesus gave his disciples the Great Commission and told them to make disciples of all nations, Baptize them, and teach them to obey all that he had commanded (Matthew 28:18-20). This commission was given to a dozen men during the tyrannical rule of Imperial Rome. Today, there are churches all over the planet. There are thousands of missionaries. We have the Internet, the Printing Press, Jets, and unprecedented freedom to share the Gospel. There’s been many challenges to overcome, but The Church has also come a long way since then.

So, where are we headed? American Vision is challenging Christians just like you to consider what we can achieve in the next 1,000 years. If you’re like most people, you might find it difficult to look beyond the next 10 years or your own lifetime. The Bible, however, calls us to think multigenerationally. In fact, God promises that his love and faithfulness will extend to a thousand generations (Deut. 7:9). If a Biblical generation is about 40 years, then a thousand generations would be 40,000 years!  

With at least 34,000 years of history ahead of us, we believe a 1,000 year plan is doable. MANDATE 28, based on Genesis 1:28 and Matthew 28:18-20, is a Biblical strategy for the next millenium that calls the church to reproduce physically and spiritually. All authority has been given to our Lord Jesus Christ on heaven and earth, He will give us success as we obey His will (Matt. 28:18) 


Despite her successes, the Christian Church still faces many challenges today. Immorality and lawlessness are on the rise within and without. Liberalism has infiltrated the Church and eroded Biblical authority. Radical Islam and militant atheism are knocking at the Church’s door. Our very freedom to worship God could soon be in jeopardy. 

How did we get into this mess? Rather than setting the standards for society, transforming lives, and creating culture, Christians have forgotten their call to be salt and light. We’ve allowed atheists and humanists to take control of education, government, arts, and sciences. Unlike our forefathers, we no longer have a vision for taking every thought captive to the obedience of Christ and taking dominion of every sphere of life for His Glory. 

Marginalized as a “sub culture,” many Christians are convinced that our social ills are signs that the end is near and that there is little that can be done. While waiting to be “Raptured” at any moment from the problems of the world, we are content to practice a juvenile and effeminate faith. Talking vegetables that represent Bible characters, irreverent T-shirts, music with shallow lyrics, self-help books, etc. abound in Christian bookstores. These trivial things offer nothing to a world that desperately needs the transformational power of the Gospel.

  Is it too late for America and the “Christian” nations of the West? Is there anything that can be done to reverse the effects of abandoning our Biblical foundations over the past century?  


American Vision believes that it’s not too late and that there is something that can be done! Our long-term solution is a ground-up approach that begins at home with a Biblical education for our children (Deut. 6:6-7). Please refer to the four pillars illustration.  

Using the Bible as our starting point, we must instill in our children (and all people) the four-pillars of a truly Christian worldview: History, Apologetics, Ethics, and Eschatology. A Christian worldview is simply a Christian way of evaluating and living in the world. A Christian worldview will better enable our families to become the salt and light Christ calls us to be. But it doesn’t stop there. God has given us two key mandates to reproduce ourselves both physically and spiritually in order to continue making progress in the future.

The first mandate, the Dominion Mandate, is found in Genesis 1:28. Immediately after God made Eve for Adam, He told them to reproduce physically and take dominion of the earth,  

Be fruitful and multiply; fill the earth and subdue it; have dominion… (Gen. 1:28)  

Jesus Christ builds on the Dominion Mandate with the Great Commission and Cultural Mandate found in Matthew 28:18-20: 

And Jesus came and spoke to them, saying, “All authority has been given to Me in heaven and on earth. Go therefore and make disciples of all the nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, teaching them to observe all things that I have commanded you; and lo, I am with you always, even to the end of the age.” Amen.

These two Biblical mandates, Gen. 1:28 & Matt 28:18-20, provide the framework for American Vision’s new outreach—MANDATE 28™. MANDATE 28™ is a comprehensive training program that equips and mobilizes Christians to pursue servanthood dominion in every sphere of life for the glory of our Lord Jesus Christ and the advancement of the Gospel around the world. 

Servanthood dominion does not mean that we believe in converting people by force or taking dominion from the top down. Rather, it means becoming servants to God and man by training Christians to be the best scientists, artists, musicians, attorneys, politicians, ministers, doctors, mechanics, pilots, etc. We want Christians to set the highest standards of quality in their fields and ultimately earn the opportunity to share the Gospel with and disciple the unbelievers around them.

MANDATE 28™ will only be successful if God’s people join us in praying for and/or financially supporting the project. The core of the MANDATE 28™ project is a dynamic seven-part DVD training series that covers Creation, History, Worldviews, Government, Education, Ethics, and Eschatology and that will be given to churches FREE OF CHARGE. It is a self-teaching series, with a full curriculum, student/teacher study guides, and supplemental resources. We do not want the lack of finances nor the lack of teachers to hinder the screening of this vitally important series in churches around the world. By offering it at no charge and desiging it to be self-taught, we believe many churches will incorporate this series into their Sunday School  curriculum. 

To promote the series, we plan on developing and launching a web site and placing ads on the radio, Internet, and in magazines nationwide. We will also need to plan for extensive travel to churches around the country to promote and introduce the series.

American Vision needs financial support above that which comes in from regular contributions and resource sales in order to help the MANDATE 28™ project become a reality.
